Name of Society "Uttar Pradesh Sanskrit Sansthan"


Headquarter and Office of Sansthan will be at Lucknow Uttar Pradesh.


Objective of Sansthan will as following:-

  • Publishing Handwritten, Rare and Important Granths of Sanskrit, Paali and Prakrat languages and important Books related Sanskrit Teachings.
  • Publication of important books related to Sanskrit, Paali and Handwritten of Manuscript, Rare and Important Granths and Sanskrit Teaching.
  • Translation of science and other important creation in Hindi and other languages and to make arrangement of their publication.
  • To help in publication of important creation of Sanskrit Authors.
  • To give reward on published masterpieces of Sanskrit Authors.
  • To provide economic help to old and poor scholars of Sanskrit language and literature.
  • To provide facilities and financial help for certain period for the purpose of higher studies in Sanskrit language.
  • To conduct speeches of officer scholars on various aspects of Sanskrit Vadyam.
  • To reward scholars and writers of Sanskrit of Special category. 
  • To conduct Seminar, Kavi-Sammelan and Cultural Program regarding various aspects of Sanskrit Language and Literature.
  • Publishing Sanskrit Patrika.
  • To practice for promotion of Sanskrit Language and Literature through Akashwani, Doordarshan and other mediums.
  • To grant help to Sansthan, labs, books etc related to development of Sanskrit Language and Literature.
  • To make communication between prestigious Sansthan of Sanskrit.
  • To take help from Central Government, State Government and other Sansthan and people for the development of Sanskrit.
  • Purchase and collection of Handwritten Creations of (Pandulipi) Sanskrit, Paali and Prakrat and to make arrangement for establishment of Library etc.
  • To do all such relevant work which help in promoting the above objectives.

This Sansthan will be named as Uttar Pradesh Sanskrit Sansthan

Formation of General Council

Following will be the members of General Council:-

  • Chairman
  • One Deputy Chairman
  • Principal Secretary/Secretary/Language Department Government of Uttar Pradesh or their representative
  • Secretary, Finance Department Government of Uttar Pradesh or their representative
  • Vice-Chancellor, Sammpurnanand Sanskrit University, Varanasi
  • Deputy Director, Sanskrit Shiksha, Allahabad
  • Director, Uttar Pradesh Sanskrit Sansthan

Membership, Tenure of Members, Vacant etc.

  • The condition is that the nomination of all the non-official members of the General Council of this Sansthan will be done by Uttar Pradesh Government for one year from the date of formation of this Sansthan.
  • The membership of official members of General Council of Institution or its Executing Committee or any of its committee will come to an end automatically when their period of post gets over and will be taken over by the successor of those posts.
  • Government has the right to replace any of the members or government member of General Council of Sansthan, Working Committee or any of its Committee.
  • In case of Non-Government members period of their membership will be for one year from the date of nomination.
  • Any member will no longer be the member of Council if he/she is dead, he/she resigns, distorted brain, declared bankrupt, or is declared as culprit for Moral Decadent Convicts.
  • If any member wishes to give resignation then by representing the Chairman he/she may offer their resignation and resignation letter will be considered are accepted from the date of approval, but the condition is that Chairman can resign from the post by sending it to Secretary, Education Department, Government of Uttar Pradesh, which will be effective from the date of approval.
  • Any person nominated or elected in any vacancy, as the case may be, shall hold the post for an unexpired period of the tenure of the membership.
  • The General Council of the Sansthan and its Executive Committee will continue to do its work, even if any of its post is vacant and even if there is any deficiency or delay in planning or nomination of any of its members.
  • No work of the General Council and of its Executive Committee shall be invalid only because of there was vacant post or there was mistake in nominating or appointing in any of its member.
  • In spite of provision under this rule, the Government of Uttar Pradesh can reform the General Council and Executive Committee from time to time within 9 years from the date of formation of this Sansthan at its discretion and if such reformation is done, the term of the previous nominated members will be terminated under the provisions .


The word mentioned Validity of 12 years has been replaced from 25 years of Validity according to Government Order No. 119515-(17)90-62(12)87 शिक्षा-17 Dated 8 May 1990 Clause 9 of Rule 3.

Duties and Responsibilities of General Council

Following will be the duties and responsibilities of General Council of Sansthan:-

  • To select Non-Official Member mentioned in between 16 to 18 and 19 to 23 of Rule-2 of General Council of Sansthan.
  • To select two members of Working Committee of Sansthan.
  • To give approval to annual expense that has been prepared by Working Committee.
  • To create rule for work of Sansthan and operation of Administration, to mention them and to amend them.
  • For inspection of writers of Sansthan Government of Uttar Pradesh should make arrangement of Inspection or Testing through specific Samparikshak.
  • To consider and give approval to proposed programs and schemes through Executive Committee.
  • To consider and give approval to any other subject which is presented for the purpose of the completion of the organization's objectives and activities.
  • To think over some other work so that responsibilities and aim of Sansthan can be achieved.

Meetings of General Council

Meetings of General Council will be conducted atleast once in a year with the approval of Chairman. Special Meeting can also be conducted by the chairman if Executive Committee two-third of total members of General Council request for the meeting.

Formation of Executive Committee

Following will be the members of Executive Committee:-

  • Chairman- Chairman of General Council
  • Director, Uttar Pradesh Sanskrit Sansthan
  • Conditions will be applied regarding Membership of Executive Committee, Tenure of Members, Vacant etc. which are mentioned in Rule-3 regarding General Council.

Duties and Responsibilities of Executive Committee

Following will be the duties and the responsibilities of Executive Committee:-

  • Will be responsible for monitoring and control of works of Sansthan and of its office.
  • To prepare program of Sansthan for consideration and approval of General Council.
  • To prepare annual reports and articles of Sansthan for consideration and approval of General Council.
  • To create posts which are important for the operational works of Sansthan with the approval of Government of Uttar Pradesh and to impose conditions of appointment on them and to specify service conditions of all employees of Sansthan. Approval of General Council is also expected on these.
  • To appoint employee cadre of Sansthan.
  • To do other such works which are helpful in achieving the goals and duties of academy and to execute them properly..
  • By passing the proposal the Executive Committee can delegate its right of making appointment to the posts of the Sansthan or any other right which may facilitate the execution of the affairs of the Sansthan, to any Sub-Committee, Chairman or Director with certain conditions and instructions.


Following will be Office-Bearers of Sansthan:-

  • Chairman
  • Deputy Chairman
  • Treasurer and
  • Director

Appointment, Tenure and Duties of Chairman

Chairman, who will be a non-government person and expert in Sanskrit Language and Literature, will be nominated by State Government. If he/she may not give resignation from the date of joining and is not expelled from state government then their tenure will be of one year.

Following will be the duties of Chairman:-

  • To do the Chairmanship of General Council and Working Committee.
  • To do work of General Council and Executive Committee of Institute and to guide and do coordination with work and issues of Sansthan.
  • To execute the duties and responsibilities of Executing Committee in case of emergency, but there will be a condition that work done in such ways should be intimated to Executive Committee in the upcoming meeting of committee.
  • To control full time employees and to guide them.
  • As per their intelligence to receive report of Institute from Treasurer and Director.
  • To do all such other works which accomplish mission and duties of Sansthan.

Appointment, Tenure and Duties of Deputy Chairman

Instead of two Deputy Chairman now Sansthan will appoint one full time Deputy Chairman, who will be the non-government scholar of Sanskrit Language and Literature, he/she will be nominated by state government. From the date of joining if he/she doesn't give resignation or is not expelled by state government then their tenure will be of one year.

Following will be the duties of Deputy Chairman:-

  • In the absence of Chairman to execute all his duties.
  • To do other works which are being handed over by Chairman, General Council and Executing Committee. For the execution of above both purposes Chairman will nominate a Deputy Chairman by his General and Special guidelines

Appointment, Tenure and Duties of Treasurer

Appointment of Treasurer will be done by Government of Uttar Pradesh for the certain time period and conditions whichever are prescribed by the Government.

Treasurer will have the following duties:-

  • As per intelligence Sansthan should give advice to Chairman and officers of Institute on financial issues if they ask for.
  • Under the duties and responsibilities of Executing Committee, to be responsible for better use of grant and other fund approved for the Institute, and
  • To complete all works handed over by Executing Committee and General Council.

Appointment and Duties of Director

Director of Institution will always be appointed by the Government of Uttar Pradesh and on certain conditions which is suitable for Government of Uttar Pradesh and he will be granted with the salary as decided by state Government.

Duties and Responsibilities of Director will be as follows:-

  • Director will be the Chief Executing Officer of the Institution who will be completely responsible for complete administration of Academy under the guidance of Chairman.
  • Director will also be responsible for preparing Annual Report, Account and Budget in such a format which has been prescribed by the government.
  • Director of the Sansthan will prescribe the duties of the members of the staff and will monitor them and will keep administrative control.
  • Will do communication on behalf of various officers of Sansthan.
  • Director will also be the secretary of all the units of Sansthan like General Council, Executing Committee or any of its committee.
  • Will be the Custodian of all movable and immovable asset of the Sansthan.
  • Will release notice for inviting meeting of all units of Sansthan.
  • Will prepare Working list and Meeting Minutes of all units of Sansthan and will conduct proceedings over it.
  • To maintain the accounts under his proper guidance and control as per the advice of Treasurer.
  • All Contract and related document will be forwarded and signed by the Director but the condition is that on cheques and other related documents will have to be signed by Treasurer along with Director

Expiration of Membership

Government of Uttar Pradesh can expel/remove Chairman or member of any General Council, Executing Committee or any other Committee, Sub-Committee of Sansthan, if the Chairman or Member of Committee is absent from last three meetings.


  • For any meeting of Sansthan at least seven day notice is mandatory but any emergency meeting can be called on short prior notice period. Emergency meeting refers to that meeting which has been conducted on the call or request of two-third members of General Council or by the order released by Chairman.
  • Director will call the meeting of concerned unit after consulting Chairman for any special purpose.
  • Record of every such meeting will be kept.
  • Decision taken in meeting will be considered as final decision if the majority of members in meeting agree upon it.
  • For any meeting of the General Council and Executive Committee of the Sansthan, Ganmurti person will be present in Seven and Five members respectively, but the condition is that the notified work of such meeting, which has been postponed due to absence of quorum there will be no requirement for a meeting to be held on the occasion.

Income and Property

Income from the assets of Sansthan will be invested for achieving goals of Sansthan and development of Sansthan. Any part of income and property of Sansthan will not be given or will be transferred to any member or employees as Profit Share, Bonus or in any way.

Travelling Allowance

Any member of Committee appointed by Sansthan or on its behalf who are the employees of State Government or Central Government, will get Travelling Allowance and Daily Allowance as per the norms of their government. Other members of Sansthan will get daily and travelling allowance in same way which has been permissible for the officers of first grade of State Government.


On the dissolution of the Sansthan and after fulfilling all the responsibilities, if any property is left then its settlement will be done as per the rules of Government of Uttar Pradesh.

Amendment in Manual

Any amendment, modification or correction in this manual can be done by the Government of Uttar Pradesh or in the meeting of General Council of Sansthan which has been called for special purpose after the approval of Government of Uttar Pradesh.


  • Government of Uttar Pradesh can guide for practicing and doing work in matters/issues which are in favour for the security of State or which are for the welfare of public from time to time and can also release other guidelines too which are considered to be important for the working of Sansthan and financial issues and in same way government can also cancel or change such guidelines. Sansthan will implement such guidelines with immediate effect.
  • Government of Uttar Pradesh can demand details, particulars, documents and other information related to property and working of Sansthan, which are needed by government from time to time.
  • A copy of Budget that has been passed by Sansthan will have to be presented to Government of Uttar Pradesh.
